Cook the pasta according to instructions on pack. Keep warm.
Mix the flour, salt, paprika and pepper together in a plastic bag. Add the meat in batches and shake well to cover meat with flour.
Heat the oil in a heavy-based saucepan. Add the meat in batches and fry until golden in colour. Remove meat from pan, add the onions and garlic and sauté until onion is translucent. Add the meat and remaining ingredients except cheese. Mix through and simmer for 15 minutes.
Mix the macaroni into the meat and transfer to a greased ovenproof dish. Sprinkle the cheese over and bake in a preheated oven at 160°C for 30 minutes or until meat is tender and cheese golden in colour.
