Sift dry ingredients together well. Rub butter into flour until mixture resembles breadcrumbs.
Add eggs and enough milk to form a soft, pliable dough. On a floured surface, roll dough out to a thickness of about 1 cm. Cut and twist.
Fry in hot oil until cooked and golden, and immediately dip into ice-cold koeksister syrup until whole koeksister is drenched with syrup.
Remove and place on a serving platter.
According to some experts syrup wasn't used earlier in the preparation of koeksisters. The koeksisters were removed from the hot oil and then dipped in honey. Nonetheless, here is a recipe for syrup - you can decide whether you want to dip the koeksisters in syrup or honey. Preferably prepare the syrup a day in advance so that it can be chilled properly.
Heat the sugar and water in a saucepan and stir over moderate heat until the sugar has dissolved. Bring to the boil and boil for 10 minutes.
Remove from heat and add rest of ingredients. Allow to cool. Place in fridge until very cold. One of the secrets of successful koeksisters is that the syrup should be very cold. The hot koeksisters will then absorb more syrup.
